ANTHONY BAILEY, OBE, KCSS,
Anthony Bailey is Chairman of ELIGO INTERNATIONAL (Managing Director 1997-2001). He is a senior public relations and public affairs practitioner with wide agency and in-house experience. He co-ordinates and directs many of the company’s national and international government, corporate, crisis and issues management, tourism and business-to-business client programmes.
GOVERNMENT & DIPLOMATIC RELATIONS. In the government arena, Anthony advises all Eligo government and diplomatic clients on a wide range of communications disciplines including, media relations, economic, trade, tourism, culture promotion, issues and crisis management. These have often included complex communications assignments for governments across the world. Client or client partners have included in recent years official authorities of PERU, BULGARIA, SAUDI ARABIA, LEBANON, BRAZIL, SYRIA, YEMEN, CZECH REPUBLIC, BAHRAIN, PORTUGAL, VATICAN CITY STATE, MONGOLIA, SLOVENIA, EGYPT, PANAMA, COSTA RICA, ANDORRA, THE PHILIPPINES, THE GAMBIA, TUNISIA, CHILE, MALAWI, MAURTIANIA, PAKISTAN, GUYANA, RUSSIA, SWAZILAND, SRI LANKA, VENEZUELA and MOROCCO.
VIP VISITS. Anthony Bailey has also played key communications roles during VIP visits across the world. These include the Official and working visits of HRH PRINCE KHALID AL-FAISAL OF SAUDI ARABIA to Morocco, the United Kingdom, Lebanon, Jordan, Egypt, Portugal, (1999+), essential elements of the Official Visit of HRH THE PRINCE OF WALES to Saudi Arabia (2001), Official Visits to Britain of successive PRESIDENTS AND PRIME MINISTERS OF BULGARIA (2001-2006), Official Visits across Europe and North Africa of PRIME MINISTER GOLDENBERG OF PERU (1993-1995), and PRESIDENT FIDEL RAMOS OF THE PHILIPPINES (1995), Visits of HRH PRINCE MICHAEL OF KENT to New York and Peru (1994); the return to Greece of FORMER KING CONSTANTINE II (1993), the Official Visit of THE KING OF SWAZILAND to Italy, the Vatican City State and the Sovereign Military Order of Malta, (2002), the Official Visit to Mongolia of HRH THE DUKE OF KENT (2002), Official Visit to Britain of the PRIME MINISTER OF MONGOLIA (2002), the working visit of THE PRESIDENT OF SRI LANKA to Britain (1995), the Official Visit of THE PRESIDENT OF COSTA RICA to Italy and the Vatican City State, (2004) and the Wedding of LORD NICHOLAS WINDSOR (2006).
Anthony has also organised numerous pastoral visits to the UK of religious leaders including PATRIARCH GREGORIOS III OF ANTIOCH & ALL OF THE EAST, OF ALEXANDRIA, AND OF JERUSALEM, (2005) and CARDINAL MARIO FRANCESCO POMPEDDA from the Vatican (2003), CARDINAL THEODORE MCCARRICK, ARCHBISHOP OF WASHINGTON, (2005) and the principal Christian, Muslim and Jewish leaders of BULGARIA (2007).
CORPORATE. In the corporate field Anthony advises clients of a wide range of communications activity including media relations, special events, public affairs and investor relations. Anthony has worked under contract to BAE SYSTEMS, SHELL INTERNATIONAL, CHARMING HOTELS, CATERPILLAR TRUCKS, GENERAL MEDITERRANEAN HOLDING group and RAFFLES INTERNATIONAL, PORTUGAL TELECOM, BUCHANNAN CAPITAL GROUP, LE ROYAL HOTELS group, BROWN’S HOTEL, INSTITUTO DE EMPRESA in Spain, MAWRED, and WOMEN IN BUSINESS INTERNATIONAL, among many others.
EDUCATION AND PROFESSIONAL QUALIFICATIONS. Mr Bailey was awarded a Bachelor of Arts with Honours in 1991 from THE UNIVERSITY OF LONDON and holds diplomas from VELIKO TURNOVO and SOFIA UNIVERSITIES of Bulgaria (1989 and 1990)and the BUDAPEST UNIVERSITY OF ECONOMICS in Hungary (1991). He has been elected a full member of the CHARTERED INSTITUTE OF PUBLIC RELATIONS OF THE UNITED KINGDOM (CIPR) in 1997 and the INTERNATIONAL PUBLIC RELATIONS ASSOCIATION (IPRA) in 1996. Mr Bailey was also elected from 2004-2005 as a member of the IPRA United Kingdom Committee.
Mr Bailey is a Fellow of THE ROYAL SOCIETY FOR THE ENCOURAGEMENT OF ARTS, MANUFACTURERS & COMMERCE. He is also a FREEMAN OF THE CITY OF LONDON since November 2004 and a Liveryman of the WORSHIPFUL COMPANY OF LORINERS since January 2005.
HONOURS AND DECORATIONS. In June 2008 Anthony was appointed by HM Queen Elizabeth II as an Officer of the Most Excellent Order of the British Empire (OBE) in recognition of his contribution to “Inter-Faith Relations and to Charity”. Anthony holds numerous royal, state and religious decorations and awards in recognition of his professional work and charitable activities. HM The Queen has granted Unrestricted Permission for him to receive and wear these honours where such permission is required.
In March 2007, The President of the Republic of Bulgaria awarded him the First Class Grade of the Order of the Madara Horseman (REPUBLIC OF BULGARIA) and in August 2004 His Holiness Pope John Paul II knighted him as a Knight Commander of the Pontifical Order of Pope Saint Sylvester (HOLY SEE). Among other state awards bestowed are those of Knight Commander with Star of the Order of Infante Dom Henrique (PORTUGUESE REPUBLIC), Knight Commander of the Royal Order Al-Alaoui (KINGDOM OF MOROCCO), Knight Grand Cross of the National Order of Juan Mora Fernandez (REPUBLIC OF COSTA RICA), Grand Officer of the Order of Manuel Amador Guerrero (REPUBLIC OF PANAMA), Knight Commander of the National Order of The Cedar (REPUBLIC OF LEBANON), First Class with Collar grade of the Order of Unification - 22 May (REPUBLIC OF YEMEN), First Class Grade of the Syrian Order of Outstanding Merit (SYRIAN ARAB REPUBLIC), Knight Commander with Star of the Sacred Military Constantinian Order of St George and Knight Commander of the Royal Order of Francis I (NAPLES) and Knight Commander of the Equestrian Order of the Holy Sepulchre, (HOLY SEE). In January 2006 Mr Bailey was awarded the Medal of Merit and Co-operation by the President and Council of the LUSO-ARAB INSTITUTE FOR CO-OPERATION based in Portugal.
PREVIOUS APPOINTMENTS. Previous professional appointments include that of Senior Media Adviser to MANNING, SELVAGE AND LEE Limited, (1996) Senior Account Director of BURSON-MARSTELLER INTERNATIONAL (1991-1995) as well as Program Manager of Management Communications at IBM EUROPE MIDDLE EAST AND AFRICA in Paris (1995). Anthony was a freelance journalist for a number of national and international newspapers and magazines from 1988-1998. Mr Bailey has also served as a Principal Press Secretary for the Peruvian Government at the GATT-WTO Summit in Morocco in 1994.
EXTERNAL APPOINTMENTS
FOREIGN AFFAIRS. Anthony was appointed in May 2006 as the Chief Policy Adviser of the Board of Directors of the international think tank, the FOREIGN POLICY CENTRE. In January 2006 Anthony was appointed as a member of the HIGH COUNCIL FOR FOREIGN DIRECT INVESTMENT (HCFDI) - a body of the INVEST IN PORTUGAL government agency which works to encourage direct investment into Portugal. Anthony also serves as the Deputy Secretary-General of the INTERNATIONAL GOLD MERCURY AWARD.
ART AND CULTURE. From 1999+ Anthony has been appointed Chairman of the PAINTING & PATRONAGE royal initiative which in 2000 and 2001 brought together HRH THE PRINCE OF WALES AND HRH PRINCE KHALID AL-FAISAL in the largest-ever cultural exchange between the United Kingdom and the Kingdom of Saudi Arabia. In 2001 Anthony was awarded the CERTICIFATE OF RECOGNITION by the International Public Relations Association for his work in creating this major cultural initiative.
In September 2005, Anthony chaired and organised the 3rd Painting & Patronage initiative which took place in Sintra, Portugal, under the High Patronage and with the participation of HE PRESIDENT JORGE SAMPAIO OF PORTUGAL and HRH PRINCE KHALID AL-FAISAL. The 4th Painting & Patronage initiative took place in Saudi Arabia in April 2007 under the High Patronage of the Custodian of the Two Holy Mosques KING ABDULLAH BIN ABDUL AZIZ and opened by HRH CROWN PRINCE SULTAN BIN ABDUL AZIZ resulting in the largest ever cultural and artistic exchange programme ever between Portugal and Saudi Arabia. In 2006 Anthony was awarded a further CERTICIFATE OF RECOGNITION by the International Public Relations Association for his work in creating this further cultural initiative.
ARAB AND MUSLIM AFFAIRS. Anthony has a thorough understanding of the Arab and Muslim world and advises both professionally and personally numerous high profile organisations in a wide range of public affairs and communications activities. In 1999, Anthony was appointed Special Counsel to the KING FAISAL FOUNDATION and in 2001 to THE ARAB THOUGHT FOUNDATION. In 2002 Mr Bailey was appointed by HM King Mohammed VI as a member of the Board of the MOROCCAN-BRITISH SOCIETY in Morocco and from November 2005 to January 2007 was appointed as Honorary Secretary of the BRITISH-MOROCCAN SOCIETY based in London. From 2002-2005 Anthony was a communications adviser to the ANGLO-ARAB ORGANISATION and in March 2003 was elected an officer of the SAUDI-BRITISH SOCIETY.
EDUCATION. Since 2002, Anthony has been advising the DEPARTMENT OF CHILDREN, SCHOOLS AND FAMILIES (Previously the Department of Education and Skills) on the development of the British Government's education initiatives. In December 2004 Anthony was appointed to the LONDON CHALLENGE MINISTERIAL ADVISORY GROUP and in January 2007 was appointed to the MINISTERIAL TASK FORCE ON GIFTED AND TALENTED EDUCATION.
Anthony was also appointed in July 2005 by the Cardinal Archbishop of Westminster as a FOUNDATION GOVERNOR IN THE ROMAN CATHOLIC ARCHDIOCESE OF WESTMINSTER, and as a member of the Governing Body of The Douay Martyrs School in Ickenham, Middlesex, UK. In December 2005 Anthony was appointed a Board Director of the UNITED LEARNING TRUST - a charitable body founded as an educational charity in 1883 offering pupils a good academic education based on Christian principles with particular reference to the Church of England. Since October 2006 Anthony has also been appointed a GOVERNOR OF THE SHEFFIELD SPRINGS ACADEMY and SHEFFIELD PARK ACADEMY in Sheffield, UK.
INTER-RELIGIOUS AND INTER-FAITH RELATIONS. In the field of inter-faith and inter-church dialogue and understanding, Anthony is a member of the Advisory Board of the THREE FAITH FORUM since 2002. He was also appointed in April 2006 as the Grand Magistral Delegate for Inter-Religious Relations of the SACRED MILITARY CONSTANTINIAN ORDER OF SAINT GEORGE; an internationally recognised Roman Catholic charitable and humanitarian dynastic Order of Knighthood. He previously served as Delegate for Great Britain and Ireland from 2003-2006 and was Vice-Delegate and Chancellor of the Delegation from 2000-2003.
Mr Bailey is a Member of the Consultative Board of THE MAIMONIDES FOUNDATION which works to encourage greater dialogue between Muslims and Jews. Anthony also is active in interfaith projects in the Balkans and in December 2005 was appointed a Trustee of the PATH TO PEACE IN THE BALKANS FOUNDATION by the Apostolic Nuncio accredited to the Republic of Serbia. In February 2006, Anthony was appointed by the former Archbishop of Canterbury, Lord Carey of Clifton, as a member of the Advisory Council of the FOUNDATION FOR RECONCILIATION IN THE MIDDLE EAST.
Anthony is an active committee member of THE PASSAGE – Britain's largest centre for the homeless since 2001 and a Director of The FORTHSPRING INTER-COMMUNITY GROUP which works to foster ties between the divided communities of Northern Ireland. Mr Bailey is PATRON OF THE ALL-PARTY PARLIAMENTARY PRO-LIFE GROUP within the British Parliament since 2003.
